Organizations/Agencies Babies First! Program Babies First! is Oregon 's public health nurse home visiting program for children from birth to age five at risk for poor health and development outcomes. More than 8,000 high-risk infants receive over 25,000 home visits each year through Oregon 's Babies First! Program. http://www.oregon.gov/DHS/ph/ch/bf1/index.shtml Cacoon (Community-Based Care Coordination) CaCoon is a public health care coordination provided by public health nurses with specialized training. This program provides local support in the community to assist families with children and young adults, from birth through age 20, who have special health care needs needs. Nurses help parents find resources, coordinate services, and provide information.
