State Workgroup - About

The Oregon Department of Human Services-Child and Families (ODH-CAF) Working Group/Policy and Procedures related to Prenatal Substance Abuse (State Perinatal Working Group). The ODH-CAF is an on-going workgroup that has been working to develop new policy regarding child welfare response to reports of child abuse and neglect as it related to parental prenatal substance abuse. Child Welfare currently focuses the investigation of these cases under the category of physical neglect caused by exposure to a substance that poses a threat to the health and safety of a child. The ODH-CAF workgroup has identified a desire to: "continue to work towards designing a system to facilitate Child Welfare and the medical community working cooperatively together during the assessment phase of identified cases" (Sharon Bolen, 2005, CAPTA grants coordinator, personal conversation). During Year One, this group will meet to develop draft policies and procedures for the identification, referral and assessment of children born exposed in utero and their families. Letters of support from potential contributors can be found in Appendix A, and include Oregon's Child Development and Rehabilitation Center; Oregon Department of Human Services, Children, Adult and Families; the Office of Health and Addiction Services; the Department of Education; and Oregon Health Department's Babies First program. It is recognized that other key contributors to this process will be identified and invited to participate as the workgroup's planning process evolves.
